Microsoft Internet Explorer started warning users about out-of-date ActiveX controls running through any security zone except the 'Local intranet' or the 'Trusted sites' zones when using IE 8 or later.

Attempts to run any Java content from your desktop using older Java releases through any other zone now result in a warning message. This may prevent you from accessing Java-based or Forms-based content within Oracle Suite.
This feature will prevent the app or web page from loading, if it finds that Java is out-of-date and will provide the option to update Java.

You can follow the below fixes to resolve this issue:

Fix 1. Update Java
It is recommended you update Java before allowing the app to run. Click Update and download the latest Java version. If you don't trust the site or prompt, you can visit the java.com web site to get the latest version.

• Go to the Manual download page
• Click on Windows Online
• The File Download dialog box appears prompting you to run or save the download file
  
  • To run the installer, click Run.
  • To save the file for later installation, click Save.
    Choose the folder location and save the file to your local system.
    Tip: Save the file to a known location on your computer, for example, to your desktop.
    Double-click on the saved file to start the installation process.

• The installation process starts. Click the Install button to accept the license terms and to continue with the installation.

Fix 2: Available options for Java prompt
If you are unable to complete the installation of Java, you may encounter an issue, getting redirected to Java.com when visiting a page with a Java application.

Options available in the Java Update Needed dialog

• Update
  Selecting this option will open the web browser to java.com to get the latest Java.
• Block
  If you select this option, the Java plug-in will be blocked in the browser until you update to the latest version of Java.
• Later
  By selecting this option, the Java plug-in will continue to load. The security settings will dictate if the application will be allowed to run.
• Do not ask again
  If this check box is selected, the Java Update Needed message will not be displayed again until the next release is available.
